Rick:  thanks for your phone call today and for agreeing to add the names I
requested to review me.  In addition, you asked me to remind you to please
add Mark Taylor to my list.  I  worked with Mark this year on CEA reform but
I had not originally listed him since our dealings were on an issue not
assigned to me yet referred to me in my colleague's absence.

Rick, I understand system mistakes occur but I remain concerned that I am
being singled out and that I received no prior notification of changed
policy.  Since no one else in my D.C. office group was subject to the system
mistake, no one else in my immediate group will experience a 360 review.
Further, is it possible for you to disclose who else you have asked to review
me?  Again, I do not think it fair for people to be asked to evaluate me who
have no knowledge of my performance.  Such a system results in a popularity
contest and not a performance review.

Since you agreed in August to immediately raise any concerns or problems
directly with me and since you have not raised anything to date, I recognize
the issues I am raising are likely moot.  However, I thought it important to
register my concerns with you as they occurred.  Many thanks for your
immediate response to my concerns.  I greatly appreciate it.  Cynthia
